Job Summary/Background:
This unique position combines both public resource management and limited regional representational duties for South Asia. The successful candidate will be supervised by the Resource Representative with significant input from the Policy Advisor Team Leader, especially during emergency response situations

The Public Resource Specialist will act as principal point of contact on grant-related and emergency activities in headquarters for South Asia Country Programs. Additionally, they will coordinate with other resource specialists to ensure coverage, share information in the department and with other relevant staff, support field resource acquisition efforts; ensure the successful submission and defense of public award proposals and manage a portfolio of grants for assigned region(s); mentor/coach other resource staff in own areas of expertise in resource acquisition, compliance, negotiation, public donor relations skills as appropriate; and ensure information on programming, political and especially emergency situations in South Asia are communicated to internal CRS departments, donors and external entities.

Job Responsibilities:
1. Handle the day-to-day management of award portfolio, and ensure that issues requiring higher level advocacy are presented to Public Donor Representative or other appropriate staff for follow up
2. Review, revise, submit, defend and negotiate proposals for public resources on behalf of assigned countries; handle grant amendments, revisions, waiver requests, etc.
3. Cultivate strong working relationships with public donors and communicate donor considerations and requirements to country programs; ensure coordination with other resource staff so that message reaches relevant staff in the agency.
4. Assist country programs to identify and follow up on funding opportunities
5. Communicate and coordinate with other departments on country-specific public resource award issues, (e.g. Finance, Purchasing, US Operations, PQSD, Business Development Team)
6. Provide guidance on compliance to programs proactively, particularly in anticipation of potential liabilities
7. Ensure that the auditable files of all public awards for assigned countries are maintained up to date, complete, and easily accessible according to CRS PRG filing system for public awards.
8. Collaborate with other resource staff to ensure maintenance of past performance data for public awards, a key aspect of support for new resource acquisition.
9. Support country programs through TDYs as needed (e.g. evaluations, strategic planning, proposal development, etc.); also assist with proposal writing from HQ
10. Participate in the annual review and analysis of country program APPs
11. Provide coverage resource specialists when necessary
12. Identify and attend training necessary to enhance performance of the position responsibilities.
13. Represent South Asia Region to donors and partners, especially but not limited to supporting emergency response.
14. Act as point person for information requests regarding the region.
15. Represent the Regional Director and Country Programs to HQ departments, the ELT and external parties, especially during emergencies.

Internal: Public Resource Representative, Finance, Purchasing, Shipping, US Operations, Program Quality & Support Dept., Business Development Team, Strategic Issues Advisors, Legal and Compliance staff, Management and Policy Information, Country Programs, Regional staff

External: USAID, USDA, Dept. of State & other public donors, representatives of other PVOs.

Qualifications
1. Master's degree in international development or related field required or a combination of education and experience will be considered
2. Minimum three years international development work experience, including at least two years negotiating and backstopping USAID grants or equivalent experience with USG agencies or departments.
3. Familiarity with USAID, Dept. of State, USDA or other public donor requirements a plus
4. Experience with and commitment to working in a team structure
5. Knowledge of CRS program areas, justice agenda and Catholic Social Teaching principles is preferred
6. Working fluency with Microsoft Office software (Word, Excel, Outlook, Internet)

Physical Requirements/Environment:
Normal conditions akin to office environment, based in Baltimore at CRS Headquarters; willingness and ability to travel overseas up to 20%

Foreign Language Required: Fluency in English required; working ability in French or Spanish preferred
