Note: This position is based in Catholic Relief Services' Washington, DC office and as a manager of CRS' legislative team, plan and conduct a range of advocacy efforts with staff and members of Congress and the U.S. Administration.

Job Summary:
Catholic Relief Services is the overseas relief, development, social justice and solidarity agency of the American Catholic community. The Advocacy Department advances CRS' social justice vision and presence on Capitol Hill and, to a lesser extent, with foreign affairs agencies of the USG, with particular emphasis on reducing global poverty and contributing to a more just world.

Priority advocacy issues for CRS include:
1. The role of the United States in peace-building, humanitarian relief, and reconstruction in a variety of developing countries (i.e., the Middle East, Sudan, Afghanistan, Haiti, and Colombia).
2. Oversight of the 2008 PEPFAR Reauthorization and funding for HIV prevention, treatment and care, as well as related nutrition needs.
3. The reform, structure, operation, and funding for foreign assistance programs, including humanitarian, disaster, and development assistance, the Millennium Challenge Corporation, and annual foreign assistance appropriations.
4. Global hunger and the food price crisis, including the reform, structure, operation, and funding levels of Food for Peace, oversight of the 2008 Farm Bill, and securing robust annual food security appropriations.
5. Other international policy issues that affect the poorest nations (i.e., extractive industry revenue transparency, global climate change, human trafficking, and immigration and refugees, especially Iraqi refugees).

Job Responsibilities:
1. Act as senior partner with the Director of Legislative Affairs and act in his stead, as directed. Mentor other legislative team members.

2. With CRS legislative, policy, operations, media, and community engagement staff, develop strategies for successful advocacy on priority issues. Develop thorough understanding of relevant CRS priority policy issues and their legislative implications. Monitor, track, and analyze these issues and their progress in Congress, especially in the House of Representatives. Periodically communicate legislative developments and opportunities on those issues to relevant CRS staff. Provide urgent alerts as needed.

3. Effectively represent CRS positions to Congress through advocacy letters, messages, calls and visits.

4. With other CRS staff, draft advocacy and sign-on letters for US Congress and Administration.

5. Draft briefing reports, strategy papers, background documents, and work plans for priority issues.

6. Contribute to issue planning meetings and strategy sessions with InterAction, the U.S. Conference of Catholic Bishops, and other partners.

7. Initiate and arrange Hill meetings for CRS executives, senior managers, and visiting CRS partners as needed and as part of advocacy strategy.

8. With Senior Director for Advocacy, Director of Legislative Affairs, other legislative staff, and community engagement staff help develop and implement strategies to increase CRS' overall influence and presence on Capitol Hill.

9. Proactively build strong relationships with relevant Congressional staff and members (and committees), especially in the House of Representatives.

Qualifications:
1. Master's degree in international relations, economics, or public policy/administration or a law degree required
2. Eight plus years professional Hill experience with demonstrated knowledge of Washington politics and processes
3. Working knowledge of Catholic Church organizational structures and Catholic social teaching
4. Overseas development experience is a plus
