Human Resources & Administration ManagerOrganization: Southwest Coalition, Inc.
Location: El Paso, Texas, with regular support of operations in Texas and New Mexico. Travel may be required.
Position: Part-Time

We are seeking a mission-aligned Human Resources & Administration Manager who can bring organization, professionalism, accountability, and compassionate leadership to our growing team.

Position Summary:
The Human Resources & Administration Manager will take primary responsibility for the day-to-day HR functions of Southwest Coalition and its affiliated entities.
This is a hands-on position for an experienced HR professional who can independently manage recruiting, onboarding, employee records, benefits and payroll coordination, employee relations, performance management, compliance, policies, separations, and other HR responsibilities.
A central purpose of this role is to relieve program leaders and staff of routine HR responsibilities so they can stay focused on their primary work and the organization's mission.
The position will also help maintain organized, functional internal systems, including Google Drive, the company dashboard, Slack, employee resources, and other shared administrative platforms.
Key Responsibilities:
Human Resources:
*Serve as the primary HR contact for employees, supervisors, and leadership.
*Manage recruiting, applicant communication, interviews, reference checks, offers, and hiring documentation.
*Coordinate new employee onboarding and employee separations.
*Maintain accurate and confidential personnel records.
*Manage employee benefits, PTO, attendance, timekeeping, and leave documentation.
*Manage performance review schedules and assist supervisors with employee evaluations.
*Support supervisors with employee concerns, performance issues, corrective action, and disciplinary documentation.
*Help ensure HR policies and practices comply with applicable federal, Texas, and New Mexico employment requirements.
*Maintain the employee handbook, HR policies, training records, and required documentation.
*Assist with workers' compensation, unemployment claims, employment verifications, and other HR matters as needed.
*Coordinate with legal counsel, insurance providers, ADP, or other professionals when appropriate.
*Help foster a workplace culture rooted in dignity, hospitality, integrity, accountability, teamwork, and respect.
Payroll, Timekeeping & Benefits Coordination
Southwest Coalition utilizes ADP for payroll, with payroll processing handled by the organization's bookkeeper. The Human Resources & Administration Manager will be responsible for the HR information and coordination necessary to support accurate payroll processing.
*Serve as the HR liaison between employees, supervisors, the bookkeeper, and ADP.
*Ensure new hires, terminations, compensation changes, benefit changes, and other employee updates are communicated accurately and on time.
*Maintain accurate employee information within ADP and other HR systems as appropriate.
*Monitor timekeeping, PTO, attendance, and employee records.
Work with supervisors to address missing or inaccurate timekeeping information.
*Assist employees with routine HR, benefits, timekeeping, and ADP questions.
*Coordinate employee benefit enrollment, changes, and eligibility.
Provide the bookkeeper with accurate and timely HR information needed for payroll processing.
*Review HR-related payroll information for accuracy and address discrepancies promptly.
*Maintain appropriate payroll, benefits, and employee documentation.
Administration & Internal Systems
*Maintain an organized and functional Google Drive, company dashboard, Slack workspace, and other shared internal systems.
*Establish and maintain clear folder structures, file naming practices, permissions, and document organization.
*Regularly review shared systems to ensure information is current, accurate, easy to locate, and appropriately archived.
*Help identify and archive outdated, duplicate, or unnecessary files with appropriate approval.
*Maintain appropriate access and permissions for confidential and organizational documents.
*Keep the company dashboard organized and current.
*Organize and maintain Slack channels and internal communication structures.
*Coordinate employee access to Google Drive, Slack, email, ADP, and other organizational systems during onboarding and separation.
*Ensure employees can easily locate current policies, forms, resources, and organizational information.
*Help establish clear expectations for where documents are stored, where forms are submitted, and where internal communication should take place.
*Help ensure staff consistently use organizational systems and store documents in the correct locations.
*Identify opportunities to simplify internal processes and reduce unnecessary administrative work.
Qualifications
Required:
*2 to 5 years of progressively responsible human resources experience.
*Experience independently managing multiple HR functions.
*Strong knowledge of recruiting, onboarding, employee relations, performance management, and HR administration.
*Excellent organizational, communication, and follow-through skills.
*Ability to handle confidential and sensitive information with exceptional discretion and integrity.
*Comfortable addressing employee concerns, conflict, accountability, and difficult conversations professionally.
*Strong computer skills and comfort working with Google Drive, Slack, *ADP, and other workplace technology.
*Ability to manage multiple priorities and deadlines without repeated supervision.
*Ability and willingness to travel between Southwest Coalition locations in Texas and New Mexico, and to other locations as organizational needs require.
*Commitment to the Catholic, life-affirming mission and values of Southwest Coalition.
Preferred:
*Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, or a related field.
*SHRM-CP, PHR, or similar HR certification.
*Nonprofit or healthcare HR experience.
*Experience supporting employees in both Texas and New Mexico.
*Experience using ADP.
*Experience with employee benefits administration.
