CATHEDRAL OF ST. THOMAS MORE
BUSINESS MANAGER (Full Time, Paid Staff Position)

Purpose of this Ministry
Assists the Rector with stewardship of the financial, physical and human resources of the Parish, in accordance with Diocesan policies and guidelines. Provides administrative support to other Parish leaders, staff and volunteers.

Average Hours Devoted to this Ministry Each Week: 40 +

Position Reports to: Rector

Qualifications
• Must be a person of faith committed to Gospel values. Must understand and support the mission and purpose of the Church and Parish and must value the organization and responsible management of resources. Must be capable of maintaining confidentiality at all times, under all circumstances.
• Must have knowledge of the principles of accounting and bookkeeping and the ability to understand, analyze, and interpret financial reports and legal documents used in the normal course of Parish business. Must be proficient in QuickBooks, Excel and database management in order to maintain the integrity of the accounting system as well as provide input for future web and business equipment updates and enhancements.
• Must have excellent oral and written communication skills and the ability to successfully resolve conflicts and solve problems. Must have the ability to establish and maintain effective communication and working relationships with the Rector, other priests, Parish and School employees and volunteers, and others within the Parish and School community. Must be committed to employee motivation and team building and to continuously working to improve the efficiency, knowledge and skill sets of Parish personnel.
• Requires a Bachelor's degree from a four-year college or university, with a business or finance degree, and at least five years' proven successful experience in finance/business management.

Responsibilities and Duties of this Position

FINANCIAL MANAGEMENT
• Oversees the maintenance and management of Parish and School operational and financial records. Assists Rector, Principal and Finance Council in long- and short-term strategic financial planning.
• Oversees accounting/bookkeeping functions including, but not limited to, payables and receivables and all other Parish and School revenue and expenses and the maintenance of general ledgers.
• Administers Parish budget processes in collaboration with the Finance Council, School Principal, and Rector.
• Prepares the Parish annual budget for the Rector's review, and monitors compliance through monthly financial statements, previous year comparisons, projections and other interim reports as directed. Prepares capital budget in collaboration with Rector, Principal and Facilities Director. Provides sound cash management. Handles Parish bank relations to include management of accounts and investments.
• Manages payroll process including timely payment of Parish and School employee salaries and benefits.
• Recommends, establishes and implements best practices and financial policies, including improvements to internal controls, in collaboration with the Rector, Principal and Finance Council.
• Acts as staff liaison to Parish Finance Council. Participates in all Finance Council meetings. Prepares all necessary reports and facilitates Rector's approval of Finance Council recommendations. Serves as primary liaison with the Chairperson of the Finance Council. Prepares annual report to the Diocese for review and approval by the Rector and Finance Council.
• Serves as Parish liaison to independent auditor.
• Interacts with School Principal on all School operational matters. Works closely with the School Principal to oversee all financial activities of the School including tuition, fundraising, enrollment, etc. Prepares annual DFE Report for review and discussion with the Principal.
• Serves as Parish liaison with officials from the County; with Parish neighbors; and with area businesses in matters related to the Parish community.
• Ensures compliance with Diocesan risk management requirements.
• Oversees the work of the volunteer collection counters.

SUPERVISION/PERSONNEL MANAGEMENT
• Supervises the work of the Parish office, facilities and IT staff and contractors.
• Participates with the Rector in the development of goals and objectives and the yearly performance evaluations for direct-report employees. Assists the Rector in establishing goals and objectives for Parish-wide employees.
• Assists with the Rector's development and implementation of policies, job descriptions, personnel evaluation procedures, employee grievance processes, employee salary and benefits administration, employee alignment with parish objectives, and employee training and professional development.

FACILITIES MANAGEMENT
• Oversees major repairs, renovations and capital projects in accordance with the Rector's guidance and Diocesan policies.
• Develops, implements and monitors physical safety and security procedures.
• Attends meetings relative to Business Manager's responsibilities as necessary including Diocesan Business Managers' meetings, etc.

PARISH ADMINISTRATION (COORDINATION WITH OFFICE MANAGER)
• Oversees the maintenance of the Parish census
• Updates Parish policies and procedures
• Monitors implementation of Parish policies and guidelines for consistency with Diocesan policies and guidelines, including Diocesan policies for protecting God's children.

The parish of St. Thomas More was founded in 1938. The church was raised to the status of a cathedral in 1974 when the Diocese of Arlington was erected. The cathedral is the "Mother Church of the diocese" hosting many diocesan activities and Masses drawing people from around Northern Virginia.
