Project Manager, Education Savings Account ImplementationMinisterial Character:
The Bishops of the State of Texas are the visible principle and foundation of unity in the (arch)dioceses entrusted to them. In a unique and visible way, the bishops make Christ's mission present and enduring as Shepherds of the Christian Community. In order to fulfill their mission, the bishops form the Texas Catholic Conference of Bishops (TCCB) and direct its staff to serve as the public policy voice of the church in Texas and nationally, coordinate the accreditation and cooperation of Texas Catholic Schools, and help preserve the documents and cultural history of the church through the Catholic Archives of Texas. The bishops appoint an executive director who is responsible for employing staff to carry out those functions, subject to the TCCB budget.
Each position employed by the TCCB helps extend the ministry of the Texas bishops within the church community in particular ways, as outlined in the job description. Therefore, the employee in this position is closely connected to and assists the bishops in the performance of their ministry and thereby engages in ministry for the church.
Job Summary:
The Project Manager will assist the Director of Education and Accreditation in overseeing the development and implementation of the Educational Savings Account (ESA) program. This position plays a pivotal role in expanding access to Catholic education by collaborating closely with TCCB leadership, diocesan superintendents and school administrators by providing support and training about the program and how to access it. This is a full-time salaried position with a moderate degree of independent judgement that reports to the Executive Director and Director of Education and Accreditation. This position is funded for one year.
Essential Job Duties:
• Develop and conduct training and technical assistance to dioceses, and schools, related to ESA implementation.
• Develop and maintain resources and databases as requested to include but not limited to the following: frequently asked questions, interested families, interested private school providers, community-based events, and open houses.
• Maintain consistent/regular contact with superintendents, school leaders and other stakeholders to provide support and answer questions as the application window opens.
• Serve as the main contact for school leaders, keeping them abreast of ESA requirements.
• Develop ESA materials, including informational materials, training documents, and correspondence.
• Work with the marketing consultant to develop a strategy for recruitment and enrollment.
• Assist with the development of protocols and procedures for ESA coordinators at the school level, in preparation for the ESA application window opening to families.
• Provide support to the ESA coordinator at the school level.
• Meet regularly with TCCB leadership to discuss program progress.
Knowledge Skills and Abilities
• Knowledge of Education Savings Account (ESA) legislation.
• Knowledge of Catholic theology, particularly social and ethical teaching.
• Ability to successfully manage events, projects, and committees.
• Ability to serve as a congenial member of a team.
• Skill in communicating Church teaching publicly and in individual conversations.
Minimum Qualifications
Education
• Four-year degree from an accredited college or university in project management, business, education, communications or closely related field of study
Experience
• Leadership experience in K-12 education,
• Demonstrated experience in project implementation and management
Licenses / Certifications
• Must possess a valid driver's license.
• Must submit an Ethics and Integrity in Ministry Application within the first week of employment, participate in an EIM Basic Abuse Prevention Training workshop within 60 days of submitting a complete Application for Ministry, and maintain EIM compliance during the entire term of employment.
Catholic Requirement:
• Must be a practicing Catholic in good standing
