SUMMARY: The Information Technology (IT) Manager leads the daily operations of the IT Department, ensuring secure, efficient, and reliable technology services across the agency. This role is responsible for developing and implementing IT strategies, managing infrastructure, and supporting business applications, including oversight of the Cardinal client database management system to ensure optimal functionality for program staff and agency needs.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

Oversee daily IT and telecommunications operations, including system backups, access controls, software licensing, and event log monitoring for failures and intrusions.

Plan, direct, and oversee operational aspects of the agency's technical infrastructure.

Design, implement, and support the agency's wide area network (WAN), optimizing resources and monitoring network performance.

Manage computer hardware, data storage assets, and capacity planning to meet business demands.

Administers the agency's cell phone program, including procurement, activation, assignment, inventory management, troubleshooting, and ensuring compliance with usage policies.

Develop, implement, and maintain information systems security standards and procedures, including disaster recovery and database protection.

Oversee implementation, maintenance, and support of agency-wide business applications.

Provide full oversight of the Cardinal client database management system, including all troubleshooting, updates, and changes to ensure continuous functionality for program staff and agency operations.

Provide training and support to staff on new and existing software, hardware, and best practices.

Oversee the agency's help desk ticketing system, ensuring timely resolution of technical issues.

Lead the outsourcing process for IT services, including vendor evaluation, selection, and contract negotiation.

Prepare and manage the department's operating budget.

Purchase, support, and upgrade servers, computers, printers, scanners, telephones, and related hardware/software.

Direct and maintain the agency's intranet/extranet and web systems, including design, performance, and maintenance.

Collaborate with administrators, supervisors, users, and vendors to resolve operational issues and plan technology initiatives.

Provide consulting services and prepare periodic summary reports on IT and telecommunications activities.

Develop proposals for funding information and telecommunications technologies.

Represent the agency professionally and ethically in the community and workplace.

Demonstrate sensitivity to the service population's cultural and socioeconomic characteristics.

Exhibit strong interpersonal, decision-making, problem-solving, oral, and written communication skills.

Intermediate knowledge of Microsoft 365 applications.

Qualifications
EDUCATION and/or EXPERIENCE: Bachelor's degree in Information Technology, Computer Science, or a related field required with a minimum of six years of relevant experience. Knowledge and experience with Dynamics 365 and/or Power BI tools preferred
