Job Description
Position SummarySaint Martin's University seeks a strategic, mission-driven Human Resources Associate Vice President - Title IX Coordinator to provide executive leadership for the University's human resources function and foster a positive faith-based work environment. This senior leader is responsible for overseeing and advancing all aspects of human resources strategy, operations, compliance, and employee relations while ensuring alignment with the University's mission, vision, identity, and institutional goals.
Reporting directly to the President and serving as a member of the senior leadership team, the Human Resources Associate Vice President - Title IX Coordinator actively participates in institutional strategic planning and executive decision-making. This role also serves as the University's designated Title IX Coordinator, a retirement plan judiciary trustee, and a member of the President's Cabinet.
The ideal candidate brings strong expertise in human resources leadership, higher education administration, Title IX compliance, policy development, employee relations, workplace investigations, and employment law.
Key Responsibilities
Executive Human Resources Leadership
• Provide executive oversight for all aspects of the University's human resources function.
• Set, enforce, evaluate, and continuously improve legally compliant human resources policies, procedures, and best practices.
• Identify, develop, and implement long-range strategic human resources goals aligned with institutional priorities.
• Partner closely with the President, Cabinet, and senior leaders to align HR initiatives with the University's strategic direction.
• Participate directly in institutional strategic planning, leadership discussions, and executive decision-making.
• Promote a positive, mission-aligned, and faith-based workplace culture that supports employee engagement, accountability, and belonging.
Human Resources Operations and Employee Relations
• Oversee core human resources functions, including:
o Employee relations
o Policy administration
o Performance management
o Organizational development
o Talent management
o Compliance oversight
o Training and professional development
• Advise leaders and managers on complex employee matters, workplace concerns, corrective action, and policy interpretation.
• Support effective workforce planning and organizational effectiveness across the University.
• Ensure HR practices are responsive, consistent, equitable, and aligned with applicable laws and institutional standards.
Title IX Leadership and Compliance
• Serve as the University's official Title IX Coordinator and lead institutional efforts related to Title IX compliance.
• Coordinate the University's response to reports and complaints involving:
o Sex discrimination
o Sexual harassment
o Sexual misconduct
o Sexual violence
o Retaliation
• Ensure prompt, equitable, and compliant intake, review, response, and resolution processes.
• Oversee supportive measures, case coordination, documentation, and compliance monitoring.
• Collaborate with campus leadership and relevant partners to support institutional compliance with Title IX and related federal and state requirements.
• Provide leadership in maintaining a safe, respectful, and equitable environment for employees and students.
• Maintain accurate and confidential records, reports, and documentation.
• Monitor regulatory changes and recommend updates to policies, practices, and training as needed.
Required Qualifications
• Bachelor's degree in Human Resources, Business Administration, Higher Education, Public Administration, or a related field.
• Significant progressive leadership experience in human resources, compliance, employee relations, Title IX, civil rights, or workplace investigations.
• Ability to articulate and eagerness to champion the unique and distinctive character of working at a Catholic institution.
Preferred Qualifications
• Experience in higher education and/or a faith-based educational environment.
• Professional certification such as SHRM-CP, SHRM-SCP, PHR, SPHR, ATIXA, or similar.
• Experience with executive-level strategic planning, policy leadership, and campus-wide training initiatives.
Core Competencies
• Substantial knowledge of principles and practices of HR administration, to include federal, state and local employment laws and regulations, wage and salary laws and regulations, EEO and ADA laws.
• Demonstrated knowledge of Title IX and the responsibilities of a Title IX Coordinator/Investigator.
• Exercises good independent judgment, discretion and maintains confidentiality.
• Skill in budget preparation and fiscal management.
• Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
• Establishes and maintains successful and effective relationships with a diverse, multicultural student, staff and faculty population, including persons with disabilities or disadvantages, to promote a culturally diverse and accepting university environment.
• Demonstrated knowledge of mediation or dispute resolution. Responding to difficult, stressful or sensitive interpersonal situations in ways that reduce or minimize potential conflict and maintains good working relationships among internal and external customers.
• Fiscal understanding of budgets, including those for funding and implementation of programs. This includes developing, directing and monitoring budget expenditures of department funds.
• Knowledge of project management which includes creating project plans including goals, timelines, constraints, risks, which include all affected parties, and identifying outcomes and assignments.
• Strong written communication skills, with a focus on correct spelling, grammar and punctuation.
• Ability to use data and information to assess and understand issues, evaluate options, form conclusions, and make decisions.
